  • tablespoons cocoa powder 
  • 1.5 cups powdered sugar 
  • 0.8 cup marshmallow creme 
  • cup semi chocolate chips 
  • 0.3 cup skim milk 
  • 0.3 teaspoon vanilla extract

Directions
