Combine first 5 ingredients in a large bowl; stir well. Stir in egg yolks, green pepper, onion, salt, and green chiles.
Beat egg whites at high speed of an electric mixer until stiff peaks form. Gently fold into rice mixture. Spoon mixture into a lightly greased 2-quart baking dish.
Bake, uncovered, at 350 for 30 minutes or until thoroughly heated.
