  •  green onions chopped
  • 0.5 cup olive oil 
  • servings additional olive oil 
  • 2.8 pounds red-skinned potatoes unpeeled
  • large shallots chopped
  • 0.3 cup sherry wine vinegar 
  • bunches watercress trimmed
