  • tablespoon fennel fronds chopped
  • 1.3 cups fennel bulb shaved ()
  • 24 ounce pacific halibut filets 
  • tablespoons olive oil extra-virgin divided
  • 1.3 cups orange sections coarsely chopped ( 2 oranges)
  • 0.8 teaspoon salt divided
