Ingredients

  • teaspoon bird chile minced
  • tablespoon pepper red crushed
  • 0.3 cup cilantro leaves fresh coarsely chopped
  •  garlic cloves minced
  • tablespoons green onions thinly sliced
  • tablespoons juice of lime fresh
  • tablespoon lime rind grated thinly sliced ( 8 leaves)
  • cup torn mint fresh
  • 12  tender napa cabbage leaves or any sturdy lettuce leaves chinese ()
  • ounce pineapple juice canned
  • 0.5 teaspoon sea salt

  • 0.3 cup shallots minced
  • 1.5 pounds rump steak boneless trimmed
  • tablespoons thai sticky rice long-grain uncooked
  • tablespoons thai fish sauce 
  • 0.5 cup water 
  • teaspoon peppercorns white

Directions

  1. To prepare rice powder, combine water and rice in a bowl.
  2. Let stand 1 hour.
  3. Drain and rinse rice with cold water; pat dry. Cook rice in a small nonstick skillet over medium-high heat 7 minutes, stirring constantly until lightly browned. Cool completely.
  4. Place rice in a spice or coffee grinder; process until rice resembles cornmeal. Set aside.
  5. To prepare marinade, place peppercorns in pan over medium-high heat, and cook for 3 minutes, stirring constantly or until toasted.
  6. Place peppercorns in spice or coffee grinder; process until ground.
  7. Combine ground pepper, 1 teaspoon salt, garlic, pineapple juice, and the steak in a large zip-top plastic bag; seal and marinate in refrigerator 30 minutes.
  8. Preheat broiler.
  9. Remove steak from bag, reserving the marinade.
  10. Place steak on a broiler pan coated with cooking spray. Broil 16 minutes or until desired degree of doneness, turning and basting with reserved marinade after 8 minutes.
  11. Cut the steak diagonally across grain into thin slices.
  12. Cut slices crosswise into thin slivers.
  13. Combine steak and lime juice in a large bowl.
  14. Add rice powder, mint, and next 8 ingredients (mint through 1/2 teaspoon salt), and toss well. Spoon 1/3 cup steak mixture into each cabbage leaf.
