  •  garlic cloves peeled
  • pounds idaho potatoes peeled quartered
  • cup cup heavy whipping cream sour reduced-fat
  • 0.5 cup milk 
  •  scallions light white green thinly sliced
  • tablespoons butter unsalted softened

Directions
