  • teaspoon cayenne pepper 
  •  fennel bulb thinly sliced
  • 0.3 cup fennel seed 
  • tablespoon chives fresh chopped
  • 0.5 pound shrimp fresh unpeeled
  • 0.3 cup kosher salt 
  • 0.3 cup olive oil 
  • 0.5 cup orange juice 
  •  oranges peeled
  • 0.3 cup rice vinegar

Directions

  1. Bring water and next 4 ingredients to a boil; add shrimp, and cook 3 to 5 minutes or just until shrimp turn pink.
  2. Drain, and rinse with cold water. Peel and devein shrimp; chill.
  3. Stir together rice vinegar and next 3 ingredients in a medium bowl. Set aside.
  4. Combine fennel, oranges, chives, and shrimp.
  5. Add dressing mixture; toss well. Cover and chill thoroughly.
