  • 25  pepper flakes fresh
  • heads cloves separated unpeeled
  • teaspoons kosher salt plus more
  • 1.3 cups juice of lime fresh

Directions

  1. Char chiles in broiler or over a gas flame until blackened all over.
  2. Place in a medium bowl; cover with plastic.
